WATER SAMPLING TEST

The solicitation SPE2DH-26-T-3521 seeks two units of a pH water sampling test kit, NSN 6630-01-650-8453, designed to determine pH concentration in potable water through visual comparison with a color standard, including indicator reagent, color disc, comparator box, and two viewing tubes. Delivery is required within 20 days after order placement to the Department of Health and Human Services supply chain management facility at Perry Point, Maryland, 21902, with FOB destination terms. The item must comply with stringent packaging and labeling standards under MIL-STD-129 and Medical Marking Standard No. 1, including mandatory inclusion of NSN, manufacturer name, CAGE code, manufacture and expiration dates, contract and lot numbers, and unit of issue. Shelf life must be preserved at a minimum of 60 months, with no more than nine months elapsed from manufacture to delivery. Packaging must meet ASTM D3951 and RP001 requirements, and all units must be sealed in protective containers suitable for transport via common carrier. Bar coding with 2D barcodes or RFID tags is required for traceability within DoD logistics systems. The test kit must meet an accuracy standard of ±10% or the smallest increment, whichever is greater. Hazardous materials, if present, must be labeled in accordance with 29 CFR 1910.1200, and specific hazardous material disclosures are required prior to award under DFARS clause 252.223-7001. The solicitation applies deviations to multiple FAR clauses, including 52.204-13, 52.216-1, 52.222-36, 52.222-54, 52.223-23, 52.223-3, 52.240-93, and 52.213-4, with contract type to be determined by the contracting officer.
