The U.S. Army Corps of Engineers, Jacksonville District, intends to issue a sole source contract to Thompson Pump and Manufacturing of Port Orange, Florida, for supplying, installing, operating, and maintaining water supply pumps and system which convey untreated reservoir water from the reservoir behind the Guajataca Dam and over the dam crest to the water supply canal. In accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is a follow on contract for the continued provision of highly specialized services. Award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. The project location is at the Guajataca Dam in Northwest Puerto Rico, a rural area, within Isabela and Quebradillas municipalities. The Dam, owned by the Puerto Rico Electric Power Authority (PREPA), supplies domestic water and public irrigation to northwest Puerto Rico. The work under this contract is for supplying, installing, operating, and maintaining water supply pumps and system which will convey untreated reservoir water from the reservoir behind the Guajataca Dam and over the dam crest to the water supply canal known as Canal de Guajataca. The Contractor shall provide 10 diesel pumps of 18 inch diameter intake, capable of performing 90% of their rating curve, and capable of running 24 hours per day, 7 days a week. The pumping system must be capable of maintaining flow with a reservoir elevation between 188m and 197m. The estimated outlet length is 1,500 linear feet and the estimated inlet length is 500 linear feet per pump. The lift requirement may be met with a system that allows the pumps to be relocated within the reservoir to prevent cavitation with a maximum 48 hour notice of raising stages due to extreme forecasted rainfall. The Contractor shall include all costs, including but not limited to, logistics, shipping, security, and maintenance. A qualified maintenance worker shall be on-site 24 hours a day to provide oversight and maintenance as needed. The fuel is supplied by the Government for these services. The estimated period of performance for this follow on contract is approximately 90 calendar days and will begin on or about 4 October 2018. Please submit any inquiries or information to the below listed personnel. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Notice by 8/9/2018 by 4:00 PM EST. Responses shall be submitted to John Vohlken at john.d.vohlken@usace.army.mil and Betty Burton at betty.j.burton@usace.army.mil.
