The contract seeks a contractor to operate, maintain, and repair the drinking water systems at Mountain Home Air Force Base, Idaho, specifically encompassing the C.J. Strike Reservoir raw water pump station, the transmission pipeline, and the Class III water treatment plant. The contractor is responsible for ensuring continuous 24/7 operation, meeting all federal, state, and local water quality standards, and performing preventive and corrective maintenance on filtration systems, pumps, storage tanks, chemical feed piping, and associated infrastructure, as well as groundskeeping and snow removal. Performance is governed by detailed operational, preventive maintenance, emergency response, and quality control plans, with strict compliance metrics requiring 100% completion of preventive maintenance tasks, timely corrective repairs, accurate sampling and reporting, and zero safety or security deficiencies. All activities must adhere to Idaho Department of Environmental Quality regulations, including timely submission of monitoring reports within 10 days of month-end. The contractor must comply with extensive security and personnel requirements, including background investigations via SF-85 or SF-86 forms processed through NBIS, submission of Form 366 SFS Form 30 within five business days of award, and obtaining base access credentials including the AF Form 2586 for unescorted entry. All personnel must complete antiterrorism and operations security training, follow force protection condition measures, and comply with controlled unclassified information handling procedures. The contractor is required to maintain a validated list of all employees with their clearance levels and locations, ensure proper identification through distinctive uniforms and vehicle signage, and safeguard government-issued keys and access devices with a formal key control plan. The period of performance is scheduled to begin in January 2027 and extend through January 2032, with services deemed essential during national emergencies, contingencies, or elevated force protection conditions.
