Waterline Improvement Project

The Waterline Improvement Project, managed by the Oceano Community Services District (OCSD) under solicitation number 2024041238, focuses on resolving potable water quality violations and bringing several water systems into compliance. The project involves consolidating the Ken-Mar Gardens Mobile Home Park, Halcyon Water System, Halcyon Estates Mobile Home Park, and Grande Mobile Manor Mobile Home Park into the OCSD system. Key infrastructure work includes the installation of new pipelines, meters, valving, fire hydrants, and service laterals, as well as the replacement of existing main pipeline sections with upsized pipes and the creation of an emergency intertie with the City of Arroyo Grande's system at the intersection of Halcyon and The Pike. Construction of these modifications is expected to begin as early as summer 2027 and will take approximately 12 months to complete, with an estimated 1.75 acres of ground disturbance requiring restoration. The project was approved on September 9, 2026, following a tiered environmental review under the California Environmental Quality Act (CEQA). Strict compliance measures are in place regarding archaeological and cultural resources, including mandatory Cultural Resources Sensitivity Training and specific protocols for the discovery of human remains. Administrative oversight is provided by Carey Casciola, the OCSD Business and Accounting Manager, with project management support from Rincon Consultants.
