Waterline Upgrades - Prosser Rock, NL

The Department of Fisheries and Oceans, Government of Canada, is seeking qualified contractors to complete waterline upgrades at Prosser Rock in St. John’s, Newfoundland and Labrador, under solicitation number 30008152, with a bid submission deadline of July 28, 2026. The scope of work includes the supply and installation of heated domestic and domestic/fire water enclosures, a domestic water entrance at the Harbour Authority building, repairs to an existing waterline near a post hydrant, and the installation of concrete pads with protection bollards to support the new enclosures. Additional requirements encompass electrical work including trenching and connection to existing waterlines, with the contractor responsible for providing new granulars and asphalt. All associated waterworks such as thrust blocks, valves, saddles, and piping must be included, and any connection to the main waterline on the west side of the site must adhere strictly to City of St. John’s regulations, including the installation of a curb stop, valve, and valve box as required. The contractor must minimize operational disruption and maintain safe site access throughout the project. Site visitation is strongly recommended prior to bidding at the bidder’s own expense, with no allowances permitted for unobserved site conditions. All work must be completed by November 30, 2026, with delivery terms specified as F.O.B. Destination. This is a two-phase procurement process; Phase 1 requires submission of a qualification package including Annex 2 and supporting documents to demonstrate at least two relevant marine construction projects completed within the last seven years, with failure to meet this requirement resulting in automatic disqualification. Eligible Indigenous businesses may apply under the Procurement Strategy for Indigenous Business, requiring certification through Attachments 1 and 2 to Annex 3.
