Waterway Lane Hike and Bike Design

The City of New Braunfels is soliciting qualifications through RFQ 1141 for a professional engineering firm to provide design services for the Waterway Lane Hike and Bike Trail Project. The selected consultant will be responsible for advancing the project from final design through environmental clearance, permitting, bidding, and construction administration. Key deliverables include a complete, constructible design package featuring plans, specifications, and estimates for a shared-use trail corridor. Design elements must encompass alignment refinement, grading, drainage, pavement design, lighting, signage, and ADA accessibility accommodations. As a federally funded project, all work must comply with TxDOT Transportation Alternatives program requirements and Standard DOT Title VI Assurances. The City will make a single award based on a point-based evaluation of the most highly qualified respondent, focusing on firm experience and key personnel (40 points), project understanding and management plans (30 points), and specific hike and bike design experience over the last ten years (30 points). Proposals are due by 3:00 p.m. CDT on October 22, 2026, and must be limited to twenty pages. The resulting contract will require 100% performance and payment bonds, as well as statutory workers compensation. Payments will be made monthly based on the completion of services or milestones, with invoices submitted to the City's accounting department.
