The United States Coast Guard (USCG) is seeking information regarding various ship-mounted, marine cranes for the Waterways Commerce Cutter (WCC) program. The USCG has identified operations that are vital to the WCC's mission capabilities. Pile Driving and Extraction The WCC will need to have the capability to drive 60 ft long piles with a diameter of up to 18 in made of wood, steel, concrete, or composite off the bow of the vessel. These piles can weigh up to 3,000 lbs. and will be driven into mud, sand, gravel, or rocks. Additionally, an impact hammer weighing 5,400 lbs. and a track/guide weighing 1,500 lbs. also will be lifted by the crane. These piles will also need to be extracted from similar environments. Piles requiring extraction may be intact or in various states of damage/decay. There are currently 13 inland construction tenders (WLICs) in the fleet that perform this mission. Specifications Based on the above operational requirements, the USCG has developed a notional detail specification for the construction crane to be installed on the WCC. These draft specifications represent what the USCG's market research currently deems as the industry standard. The USCG is seeking feedback from industry on the validity and viability of these assumptions. Any crane provided in response to this RFI should be able to handle dynamic loads, including vibrations and impact loads, associated with pile driving. Questions for Industry The USCG requests that you specifically address the questions in the excel attachment. Please feel free to provide comments, questions and/or recommendations as you deem appropriate. Please be aware that the USCG intends to have support contractors assist with the USCG's review of the information submitted. If, in your response, you are submitting proprietary data please contact the Contracting Officer ahead of the response date if you wish to enter into a nondisclosure agreement (NDA) with the USCG's support contractor. Please ensure your proprietary data, if submitted, is marked accordingly. Submission Responses to this RFI shall be submitted to Jennifer Sokolower at Jennifer.G.Sokolower@uscg.mil. This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
