The contract is a fixed-price, small business set-aside with a delivery window of 90 days following award, and performance is subject to Government source inspection per FAR 52.246-2. All items must conform to stringent military standards for marking and identification, including MIL-STD-130 for mechanical parts and MIL-STD-1285 for electrical components, with configuration control mandated under MIL-STD-973 requiring formal submission of engineering change proposals, deviations, and waivers to the designated contracting office. The contractor is fully responsible for ensuring quality compliance throughout production, maintaining complete inspection records for at least 365 days after final delivery, and may not submit defective material even under sampling protocols. Packaging and preservation must comply with MIL-STD-2073 and specific schedule instructions, while shipping is restricted to UPS overnight delivery between October and May due to the product’s sensitivity to freezing, which causes irreversible separation and renders it unusable. The contract includes a commercial brand name description, allowing for alternate proposals only if fully documented and approved by the Government. Payment will be processed via the Wide Area Workflow system using a combined invoice and receiving report, with remittance directed to navsupwawf.wss.ftc@us.navy.mil. Cybersecurity maturity certification is required, and all data handling must adhere to NOFORN and Official Use Only restrictions, which require formal certification through the cognizant Defense Contract Management Command. The contractor must also comply with security prohibitions, priority ratings for national defense, and the latest annual representation and certification requirements. All contractual documents are considered officially issued upon electronic transmission, and non-compliance with any specification or instruction constitutes grounds for rejection or termination.
