WCI- RELIGIOUS SERVICES PROTESTANT - RP

The Ohio Department of Rehabilitation and Correction is soliciting proposals for Protestant religious services at the Warren Correctional Institution in Lebanon, Ohio. The contract period runs from July 1, 2026, to June 30, 2027. The selected provider will be responsible for specialized ministry services, including pastoral care and visitation for inmates in special units such as segregation, death row, hospital, and hospice, as well as conducting funeral services. Additional duties include administrative support, making inmate referrals, and distributing religious literature. Qualified candidates must provide a current ecclesiastical endorsement from a sponsoring denomination, a license to preach or certificate of ordination, and a resume demonstrating relevant experience. Due to the nature of the environment, contractors must pass a criminal background check, complete designated training and orientation, and adhere to the Standards of Conduct for Contractors and Volunteers. The role involves working in a potentially hazardous environment with exposure to confined areas and potentially violent individuals, and may require weekend or on-call availability. Contractors are required to maintain detailed logs of every inmate seen and the services provided. These monthly reports must be submitted to the Deputy Warden of Special Services and the DRC Religious Services Administrator, Operation Support Center, by the 5th of each month. Pricing for the contract is structured around weekly religious worship services, monthly instruction classes, monthly pastoral counseling or grief care, and an annual conference fee.
