The United States Special Operations Command (USSOCOM) seeks to establish one or more Basic Ordering Agreements (BOAs) for a five-year period to support ongoing needs for basic issue items, as well as authorized foreign non-standard, U.S. obsolete, and commercial weapons and accessories. Vendors interested in participating must operate under the Small Arms Manufacturing NAICS code 332994 and demonstrate the capability to deliver these items to multiple locations both within the continental United States and overseas. The weapons procured must be configured to Sporting Arms and Manufacturers' Institute (SAAMI) or Commission Internationale Permanente (CIP) specifications as applicable, to ensure suitability for testing or training purposes. This initiative is designated as a total small business set-aside and aims to create a reliable network of sources capable of quickly sourcing diverse types of foreign non-standard and U.S. obsolete weapons worldwide. The BOA itself is an agreement rather than a contract, with individual orders solicited competitively among BOA holders under solicitation H92222-R-0058. All procurement activities must comply with relevant U.S. and foreign regulations governing the acquisition and transit of weapons. Questions and proposals must be submitted electronically by the stated deadline, with no telephone inquiries accepted, reinforcing a structured and regulated process for vendor participation.
