The City of Modesto's Utilities Department, Water Quality Control Division, is seeking ongoing storm basin weed abatement and trash removal services to maintain the functionality and safety of its stormwater infrastructure. The contract covers twenty-four storm basins and three utility easements scattered throughout the storm collection system, which include retention and detention basins designed to manage stormwater runoff, reduce flooding, and prevent public safety hazards. Proper maintenance of these basins involves regular weed control through spraying and cutting, debris removal, and trash disposal on a quarterly schedule. The work aims to maximize storage capacity, prevent vegetation from obstructing pump stations, and reduce fire risks during the summer months by controlling weed growth. Additionally, rodent control measures are required at three specific basins to prevent erosion caused by burrowing animals, which have previously caused costly repairs. The contractor must provide all necessary labor, equipment, chemicals, and licenses, ensuring that chemicals are applied by certified professionals. The contract emphasizes the importance of maintaining the structural integrity of the basins to support stormwater management and public safety. The solicitation was posted in February 2016, with a response deadline in March 2016, and the selected contractor will be responsible for comprehensive maintenance services as outlined in the request for bids.

Full Description

The City of Modesto, Utilities Department, Water Quality Control Division, is requesting storm basin weed abatement and trash removal service on an ongoing basis throughout the year. Currently the City has twenty-four (24) storm basins and three (3) Utility Easements located throughout the storm collection system. Some are retention basins, while others are detention basins. Retention basins collect water through a sequence of underground pipes that feed the basin. Storm water is stored in these basins and allowed to percolate or evaporate. Detention basins are similar to retention basins with one difference. Detention basins have the added component of removing the storm water with a pump station located at the basin that pumps the water to an open waterway, MID canal, creek or river. Utility Easements provide access and conveyance for underground utilities. It is very important to maintain the integrity of these basins to have as much storage capacity as possible. This allows the basins to be used to their full potential, ensuring capacity for the removal of storm water from streets during heavy rain events, thus reducing a public safety hazard. These basins are excavated into the ground and consist of sloped dirt banks with access roads for maintenance needs. It is imperative that weeds be kept at a minimum to allow for optimal percolation and to prevent possible vegetation from reaching the pump stations. It is also an effective preventative measure to control the weeds in the summer months when they would typically die off and have the potential to create a fire danger.Weed abatement and trash removal services include regularly scheduled spraying of weeds on flat surfaces and cutting of weeds on sloped surfaces, leaving roots and stubble for erosion control as needed, and removal of litter and debris (including disposal), on a quarterly basis. Any chemicals used in the process shall be applied by a licensed and certified weed abatement Contractor. Additionally, a rodent control component of this service is provided at three (3) storm water basins Central Basin, North Pointe and West Basin to prevent erosion caused by squirrels and other burrowing animals. Previous damage from rodents has resulted in costly bank repairs at several basins. The successful Contractor shall furnish all labor, chemicals and materials, equipment, fuel, tools, licenses and insurance necessary to perform the required services outlined in this RFB.
