Well 22 Site Piping and Site Improvements

The City of Corona Public Works Department is soliciting bids for the Well 22 Site Piping and Site Improvements project, which involves comprehensive demolition and reconstruction of existing utility infrastructure and site elements. The scope includes the removal of outdated piping, valves, hydrants, asphalt, fencing, gates, sidewalks, curbs, gutters, and electrical components, followed by the installation of new sitework such as asphalt and Portland cement concrete pavements, miscellaneous concrete, a new fence and gate, and site grading. Central to the project is the replacement of the existing Cla-Val control valve and flow meter with a new 8-inch sleeve valve and 12-inch flow meter, along with associated piping, fittings, and connections to existing water lines. Additional work includes constructing a catch basin with a sump pump and discharge pipe, and implementing all related electrical and control system upgrades. The project must comply with California Public Works standards including the Greenbook, ASTM and AWWA specifications, and the California Health and Safety Code regarding lead content in potable water systems. Bids must be submitted electronically via the PlanetBids portal by 5:00 p.m. on August 3, 2026, with no physical submissions permitted. The City will award the contract to the lowest responsive and responsible bidder under a Lowest Price Technically Acceptable (LPTA) methodology, requiring compliance with all technical, licensing, and procedural requirements. Bidders must demonstrate at least three years of experience performing similar public projects valued over $250,000 within 150 miles of Corona, possess current licensing, and submit mandatory documentation including a Contractor Registration Form, Bidder Experience Statement, Non-Collusion Declaration, and if the bid exceeds $1 million, an Iran Contracting Act Certification. Fleet vehicles must hold valid Certificates of Reported Compliance, and contractors must disclose any OSHA violations within specified timeframes. Work is restricted to normal business hours Monday through Friday, from 8:00 a.m. to 4:30 p.m., unless approved for emergencies or protection activities. All materials must meet ASTM D3951 packaging standards, be delivered in original, labeled, sealed containers, and be preserved per manufacturer guidelines. Inspection and acceptance occur at the jobsite, with the City’s Representative holding final authority. Required submittals include as-built record drawings in PDF and CD-ROM format, PLC programming documentation, progress and completion photographs, test reports, operation and maintenance manuals, and parts lists.
