WELL DRILLING SERVICES

The City of Groton, Department of Utilities, is soliciting proposals under solicitation number GU-26-Q17 for the installation of two permanent water quality monitor wells located along Route 214 in Ledyard, Connecticut. The project is situated on Class I Watershed Land adjacent to a public drinking water supply, requiring the use of track-mounted or bombardier-type equipment for site access. The scope of work includes drilling 45-foot wells using hollow stem augers and providing soil samples, with all services to be completed by the end of December 2026. Proposals must be submitted in a sealed envelope to the City of Groton Purchasing Department by October 19, 2026, at 2:00 PM. Selection will be based on multiple criteria, including the contractor's relevant experience in well drilling, financial stability, proposed lump sum pricing, and performance guarantees. Awardees must provide performance and payment bonds each equal to 100 percent of the contract price, as well as comprehensive insurance coverage, including a minimum 5 million dollar umbrella policy and specific pollution exposure endorsements. Contractors are required to adhere to OSHA Lock Out Tag Out standards and comply with Title VI of the Civil Rights Act of 1964. The City of Groton - Groton Utilities is exempt from Connecticut state sales tax.
