This is a pre-solicitation notice. The Military Sealift Command (MSC) Ship Support Unit (SSU) San Diego intends to issue a request for proposals (RFP) to solicit small business sources capable of supporting General Ship Repair (GSR) requirements in MSC SSU San Diego's Area of Responsibility. The anticipated RFP will solicit proposals to provide GSR on all MSC ship classes; primarily in San Diego, CA, Bremerton, WA, and Oahu, HI. The Government anticipates making multiple Indefinite Delivery Indefinite Quantity awards under which firm fixed price delivery orders will be competed using the Fair Opportunity procedures outlined in FAR Subpart 16.5. The five-year ordering period is estimated to begin in January 2020. Each contract will have a guaranteed minimum of $3,000.00, and the overall anticipated multiple award contract ceiling is $45,000,000.00. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611. The Government anticipates evaluating proposals submitted in response to the RFP in accordance with DoD Class Deviation 2018-O0006, Evaluation Factors for Certain Multiple-Award Task- or Delivery-Order Contracts; where award will be made to all qualified offerors. A qualified offeror is an offeror who is deemed responsible under FAR 9.104, whose proposal conforms to the solicitation requirements, whose proposal obtains a technical proposal rating of acceptable, whose proposal obtains a past performance proposal rating of acceptable, and the Contracting Officer has no reason to believe would be likely to offer other than fair and reasonable pricing. This notice follows the Government's analysis of submissions received in response to the Sources Sought notice posted on 22 January 2019. This analysis supports the Government's determination a total small business set-aside is in the Government's best interest. This synopsis is for information purposes only and does not constitute a solicitation or any Government commitment. The Government will not reimburse interested parties to this notice for any costs associated with responding or subsequent information exchanges. Future announcements will appear on the Federal Business Opportunities (FBO) page located at http://fedbizopps.gov, which interested parties should monitor for updates. The Government estimates posting the RFP on or about 10 May 2019.
