The proposed project would involve the removal and replacement of an existing 2-stop, hydraulic passenger elevator and modernization of an adjacent machine room within the B Street Cruise Ship Terminal (CST) by San Diego Unified Port District in the city of San Diego, California. The existing passenger elevator on the north end of the CST has been decommissioned due to corrosion from storm water infiltration to the elevator pit, and the project proposes the removal of the existing elevator, repairs as outlined below, and in-kind replacement of the elevator. Work to specifically complete the proposed project would include a complete replacement of the elevator cab frame and platform, guides, buffers, safeties, hoistway entrance frames and doors, elevator pit structural components below the pier deck, and other necessary and associated elevator equipment. Work would also include electrical upgrades related to elevator equipment to provide a code-compliant hoistway, elevator car, and machine room, and to further modernization efforts at the CST.
Construction specifics would involve removal of the corroded steel frame and replacing the existing frame with a new concrete cast elevator pit. A work platform consisting of supports attached to the piles would be installed to the underside of the deck prior to construction of the elevator pit. This work platform would support the stainless-steel enclosure and cast placement during demolition and construction of the new pit. Temporary shoring would be provided at the underside of the elevator pit to fully support the hoistway and allow for removal of the pit framing. The contractor would remove the existing wall panels and sheet rock to allow for demolition and removal of the existing steel pit framing and associated equipment, and construction of the new concrete pit. After placement of the new concrete cast, new corrugated wall panel and sheet rock would be installed to replace the removed material. All surfaces affected by demolition and replacement work would be patched, textured, and painted to match the adjacent surfaces. The existing stainless-steel enclosure would be protected in-place as well as the existing piles, pile caps, and concrete deck. A water pump would be installed at the bottom of the replaced elevator pit to resolve existing flooding issues and prevent future stormwater impacts to the structure.
Equipment required for the proposed project would include a hoist crane for the removal and replacement of the elevator pit and cab as well as a forklift and hand tools. The contractor would comply with all loading capacity requirements of the deck. Contractor lay down areas would be located directly adjacent to the elevator and machine room and would not impact any CST operations or public access. Construction of the proposed project is anticipated to occur in approximately Fall 2026 and would take approximately 12 months to complete. No in-water work would be conducted as part of the proposed project. The contractor would be required to provide a Best Management Practices (BMP) plan prior to the commencement of work. BMPs for the proposed project would include, but are not limited to deployment of construction netting, tarp, or a catchment system below the construction zone to ensure that no discharge of debris or material occurs.
Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.
