Solicitation # 2026-RFQ-042
Solicitation 2026-RFQ-042 is a request for qualifications from the City of Mercer Island Public Works department for professional engineering services to design water system upgrades. The project focuses on replacing approximately 5,000 linear feet of aging asbestos cement water mains with ductile iron mains along SE 40th St and E Mercer Way. The scope is divided into two phases: Phase 1 involves water system and PRV vault replacement on SE 40th St from Greenbrier Ln to 97th Ave SE, and Phase 2 extends the replacement to 97th Ave SE and the 3700 and 3800 blocks of East Mercer Way. Additional components for replacement include fire hydrants and water services. The design must comply with the Reduction of Lead in Drinking Water Act and the City of Mercer Island Standard Details Water. The project follows a goal-based timeline with bid-ready plans for Phase 1 due by Q2 2027 and Phase 2 by Q3 2027, with overall construction completion targeted for Q2 2028. Qualified firms must be licensed in the State of Washington and submit a Statement of Qualifications limited to 12 pages, including a proposed timeline and three references from the last five years. Selection is at the sole discretion of the City, and the awarded firm will negotiate a scope and fee schedule using the City's standard professional services agreement. Administration is managed by the City Manager, with payments issued via City warrant within 45 days of receiving a proper monthly invoice.

The USDA Forest Service has a requirement to provide support in the evaluation study of WFDS-LS. The contractor will collaborate with the Forest Service Research Combustion Engineer to complete the following Tasks: 1. Create a test matrix for comparing WFDS-LS and WFDS-PB when the sources of buoyancy generated flow and smoke plume rise are stationary burners (i.e., there is no spreading fire). These tests will be used to evaluate how well the reduced fire-physics model (WFDS-LS) reproduces the results from simulations in which combustion is modeled with higher physical fidelity (WFDS-PS). The burnres are stationary, no fire spread model is used. A range of burner configurations and heat release rate will be considered in different ambient wind environments. 2. Conduct the WFDS-LS and WFDS-PB simulations of the test matrix created in Task 1. Comparisons between WFDS-LS and WFDS-PB will include measures of plume rise, smoke plume envelope, and velocity fields. The influence of interacting plumes, originating from multiple burners, on the overall smoke plume development will also be compared. The USDA Forest Service is anticipating the period of performance will be from date of award to January 31, 2020. This award will be awarded to: Contractor Name: CPP Incorporated Address: 2400 Midpoint Drive, Suite 190 Fort Collins, CO 80525-4412 DUNS No. 055461461 Potential contractors must respond via email to (Cookie Washington, email address: cookie.washington@usda.gov, within 15 days of this posting date 06/07/2019. Potential contractors shall include DUNS No., Point of Contact (POC) email address, telephone No. The potential contractor must have extensive experience (five or more years) with modeling of wild land fire, heat transfer, buoyant plume rise, and the downwind transport of smoke and gaseous species. In addition the contractor must have experience in using the software packages FDS and WFDS.
