Wheatland Regional Sewer Pipeline Project

The Wheatland Regional Sewer Pipeline Project is a major infrastructure undertaking by the City of Wheatland, California, to construct a 7.7-mile pipeline and two new pump stations as part of a wastewater conveyance system extending to the OPUD Wastewater Treatment Plant. The project includes horizontal directional drilling, demolition and replacement of an existing pump station, culvert replacement, site restoration, electrical controls installation, and comprehensive start-up and testing, all to be completed in accordance with detailed specifications outlined in six volumes of contract documents. Performance must be completed within 425 working days for the pipeline and 600 working days for the pump stations, adhering to strict timelines and quality benchmarks. Contract compliance demands adherence to federal and state regulations including the Davis-Bacon Act, California Labor Code Section 3700, and state wage rate provisions, with all contractors and subcontractors required to demonstrate experience, financial capacity, and a history of successful project delivery without liquidated damages or disputes. Bidders must submit comprehensive certifications including debarment status, drug-free workplace, anti-lobbying, Iran and Russia sanctions compliance, and safety compliance, alongside bond requirements of 10% bid security, 100% payment and performance bonds from California-admitted sureties, and workers’ compensation coverage. Equipment and materials must be properly packaged, labeled, and protected during shipment with bar coding in compliance with AIAG standards and durability meeting MIL-STD-810C criteria. Foreign-owned electronic equipment from Huawei, ZTE, Hikvision, Dahua, and Hytera is strictly prohibited. All work must conform to accepted industry standards, with inspections conducted at origin, factory, or site, and final acceptance reserved for the City Council following the City’s representative’s recommendation.
