The purpose of this Request for Proposal is for the development of a Wildland Urban Interface Wildfire Risk Reduction Plan (WUI WRR Plan) for the Whistler community and surrounding areas. This plan is to be developed in adherence with the BC Wildfire Service (BCWS) WUI WRR Plan standards and guidance. The Area of Interest (AOI) for this plan covers Whistler and the surrounding area starting just south of Lucille and Daisy Lakes to approximately Nairn Falls and the adjacent mountainsides to the east and west side of Highway 99. The associated KMZ of the AOI can be found attached with this RFP posting. Only crown land within the AOI boundary will be considered (approximately 71,745 hectares (ha)) and assessed as part of the contract, as these are the lands eligible under the Crown Land Wildfire Risk Reduction (CLWRR) funding stream of the Community Resiliency Investment (CRI) program. In addition to the AOI, preliminary Wildfire Risk Reduction Units (WRRU) (approximately 7804 ha) have been provided with the intention to provide proponents an understanding of the desired scope of WRRUs in both scale and quantity. The successful proponent can amend, add to, and/or subtract from these WRRUs, with Ministry approval, based on further analysis and field verification. The outcome of this planning process is to create prioritized fuel treatment units with clear fuel management objectives that are ready for prescription development and operational treatments within the WUI. This outcome is achieved through a total chance plan approach, providing situational awareness for the entirety of the planning area. Refer to the Specimen Contract Schedule A for all details on the services required. The contract is for one fiscal year and will end on March 19, 2027.
