Whiteboard SaaS Solution RFP

Employment and Social Development Canada is seeking a Whiteboard SaaS solution to support the Canadian Digital Service in enhancing user experience design and product management. The procurement is for an initial one-year term with two optional one-year extensions, totaling three years. The solution must provide organization-wide licensing for unlimited users, supporting approximately 300 employees and consultants in collaborative activities such as wireframing, journey mapping, and service mapping. Access to the tool must be granted within five business days of the contract award. The solution must be accessible in both English and French and comply with the Accessible Canada Act. Award selection is based on a weighted ratio of 70 percent for technical merit and 30 percent for price, with a minimum requirement of 48 points for the rated technical evaluation. The successful contractor will cede intellectual property rights to the Crown and must adhere to general conditions and integrity provisions. Payments will be processed via direct deposit, and the contractor is required to maintain inspection records for three years following the end of the contract.
