W--WHITESAGE ESR DOZER RENTALS

The U.S. Department of the Interior, through its Arizona State Office, has issued a solicitation for the rental of two Caterpillar D9 or equivalent 400-500 hp crawler dozers for a one-month period from September 1 to October 1, 2026, to support two separate field operations in remote locations along the Arizona Strip. The dozers must be capable of extended operations in rocky, sandy, and uneven terrain, equipped with fully operational safety systems including ROPS, seatbelts, lighting, and backup alarms, and must include towing hardware suitable for pulling a large Ely anchor chain between the two machines. The work will occur at two specified GPS locations: approximately 12 miles southeast of Fredonia, Arizona, and 38 miles south of Saint George, Utah. The contract is awarded under FAR Parts 12 and 13 as a Firm Fixed Price arrangement with no set-aside, and it requires all offers to include comprehensive pricing covering the rental cost per dozer, delivery and return transportation to both job sites and the rental yard, and fuel expenses. The award will be based on a best-value determination where non-cost factors such as past performance and technical approach are considered approximately equal in weight to price, which is evaluated only for reasonableness. Contract administration is handled by the BLM Arizona State Office in Phoenix, with the Contracting Officer having sole authority to modify or terminate the contract. A Contracting Officer’s Representative will be appointed to monitor technical performance and deliveries but is strictly prohibited from obligating funds, waiving requirements, or making binding decisions. Contractors must submit invoices exclusively through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP) and include a Contractor Invoice as an attachment. All correspondence must be copied to both the Contracting Officer and the COR. Offerors must maintain current representations and certifications in SAM, specifically including NAICS code 532412, and provide three recent, relevant rental references demonstrating capability and past performance. Proposals must be submitted electronically by May 29, 2026, and failure to include the required elements may result in a nonresponsive offer. The government will inspect and accept equipment upon delivery, documenting conformity with contractual specifications through signed acceptance forms.
