Wicklow Way Specific Plan

The Wicklow Way Specific Plan (WWSP) is a regulatory and policy framework established by Amador County to guide the development of a 201-acre county-owned site located in the Martell Regional Service Center near Jackson, California. The plan aims to create a walkable, mixed-use community featuring retail, commercial, industrial, and public facilities, with a focus on meeting the County's Regional Housing Needs Allocation through the development of up to 377 residential units. This comprehensive planning effort is designed for a buildout period of 20 to 30 years and is governed by the Amador County General Plan and California Government Code. The project has undergone extensive environmental review under the California Environmental Quality Act (CEQA), resulting in a Draft Environmental Impact Report in 2024 and a Final Environmental Impact Report in June 2026. Key requirements include a Mitigation Monitoring and Reporting Program to manage air quality and erosion, strict ADA accessibility standards for all circulation, and the preservation of oak trees and tribal cultural resources. Implementation is supported by specific development standards and design guidelines, while a required Traffic Impact Study must adhere to Caltrans and OPR guidelines to evaluate effects on the State Highway System.
