Wide Area Network (WAN) And Internet Access Services

The La Mesa-Spring Valley School District is soliciting proposals under RFP #26/27-001 for Wide Area Network (WAN) and Internet Access Services. The project requires the implementation of a hub and spoke network configuration compatible with existing Cisco equipment. Key technical deliverables include an initial 1GB connection at each site with scalability up to 10GB for WAN services, and an initial 10GB internet connection with upgrade paths to 40GB. The infrastructure must utilize 1 Gbps multi-mode fiber hand-offs between sites and the District office MDF, with a 10 Gbps single-mode fiber hand-off for internet connectivity to SDCOE. Proposals are due by November 18, 2026, at 2:00 PM and must be submitted in a specific physical format, including a bound original, an unbound copy, and a write-protected PDF on a flash drive. The District will evaluate bids based on a weighted scale: cost of products and services (35%), implementation cost (20%), design and technical submittal (15%), experience with the District (15%), ability to deliver at the start of the funding year (10%), and vendor references (5%). The award is at the sole discretion of the District, with a board approval meeting scheduled for December 15, 2026. The contract performance period begins July 1, 2027. For E-Rate funded services, the provider must invoice USAC within 120 days of the last day of service. Awardees must provide comprehensive documentation within seven days of board approval, including insurance certificates, workers compensation, and fingerprinting/criminal background certifications. The agreement includes strict requirements regarding student record confidentiality, professional liability insurance, and a prohibition on the assignment of contract obligations.
