This solicitation, designated N0018926QL116, is a combined synopsis and solicitation for commercial services under FAR Part 12, issued by the Naval Supply Systems Command Fleet Logistics Center Norfolk to procure Wilderness Leadership Expedition Services from Reset Coaching LLC on a sole source basis. The requirement is not set aside for small businesses, despite the NAICS code 611430 with a $15 million small business size standard, as the Government has determined that only Reset Coaching LLC possesses the unique capability to fulfill the specified deliverables. The core services include a single four-night, five-day wilderness expedition in Olympic National Park for ten participants, encompassing transportation, gear, food, professional guides, wilderness skills training, and integrated adaptive leadership sessions including the Immunity to Change workshop. Additionally, the contract requires eighty one-on-one virtual adaptive leadership coaching sessions and two virtual group coaching sessions with the cohort. The expedition is scheduled to occur from May 11 to 16, 2026, with all final deliverables to be received and accepted at the U.S. Naval Academy in Annapolis, Maryland. All submissions must be provided electronically via email to Ms. Trumeka King no later than 10:00 a.m. EST on May 1, 2026, and must include detailed pricing for each CLIN, confirmation of ability to meet all technical and deliverable requirements, point of contact information, business size certification, and payment terms. Quoters must be currently registered in the System for Award Management, and bids received after the deadline will not be considered. The contract is a firm-fixed-price arrangement with delivery terms FOB destination, and payment will be processed exclusively through the Wide Area WorkFlow system using invoice types compliant with DFARS 252.232-7006. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, with only proposals deemed acceptable on price advancing to award, though the Government reserves the right to perform a trade-off if past performance merits a deviation from the lowest price. Mandatory contractual clauses include those governing SAM maintenance, unique item identification under MIL-STD-130 and MIL-STD-129, cybersecurity obligations under NIST SP 800-171, prohibitions on restrictive confidentiality agreements, and compliance with trade agreements and Buy American provisions. Attachments include the full statement of work, wage determination, and a redacted sole source justification
