The contract involves the continued subscription to a commercial data aggregator essential for the operation of the Warp Intelligent Learning Engine (WILEE), an in-house developed Artificial Intelligence system used by the FDA's Human Foods Program. WILEE facilitates post-market surveillance by analyzing over 900,000 unique data channels to detect and triage emerging food safety signals, enabling early identification of potentially harmful substances in the U.S. food supply. This proactive monitoring supports timely regulatory action under Section 402 of the FD&C Act, helping to protect public health. Maintaining access to this extensive data stream is critical, as losing it would significantly impair WILEE’s functionality and necessitate substantial effort to develop alternative in-house data collection methods. Additionally, WILEE aligns with federal priorities on trustworthy AI, representing a pioneering AI application within the FDA for ensuring food safety. The contract, forecasted by the FDA in 2026 under NAICS code 511210, underscores the agency's commitment to harnessing advanced technology for regulatory oversight and public health protection.

WILEE - Web data purchase The Warp Intelligent Learning Engine (WILEE) is an Artificial Intelligence engine designed and built in house for doing post market surveillance, identifying and triaging food safety signals for further action by Human Food Program employees. WILEE enables knowledge discovery and horizon scanning for emerging incidents that affect products under the regulatory purview of the Human Foods Program. WILEE's source data include more than 900,000 unique channels. In order to continue to receive data from these multiple sources, we need continue our subscription to the commercial data aggregator. Keeping WILEE operational is critical to the agency carrying out its responsibilities under Sec. 402 of the FD&C Act. WILEE enables the early detection of food safety signals that are indicative of the presence of potentially harmful substance in the U.S food supply. This enables the agency to take early action and prevent harm to the U.S population. Because WILEE monitors multiple channels of data (currently greater than 900,000 unique channels), it is able to synthesize information from a variety of sources and identify signals earlier than traditional systems can. WILEE also addresses the Executive Order 13960 "Promoting the Use of Trustworthy Artificial Intelligence in the Federal Government". WILEE implements the first of its kind AI engine within the FDA designed for food safety. Losing this data source will negatively impact how WILEE works and will require many FTE hours to replace it with an in-house written webcrawlers.
