The Food and Drug Administration is seeking to maintain a critical commercial data subscription to support the Warp Intelligent Learning Engine, or WILEE, an in-house artificial intelligence system designed for post-market surveillance of food safety signals. WILEE continuously monitors over 900,000 unique web channels to detect emerging threats linked to potentially harmful substances in the U.S. food supply, enabling early intervention that aligns with the agency’s mandate under Section 402 of the FD&C Act. This system is the first of its kind within the FDA for food safety applications and supports compliance with Executive Order 13960 on trustworthy AI, enhancing the agency’s capacity for horizon scanning and signal triage beyond the reach of traditional methods. Discontinuing this contracted data feed would severely impair WILEE’s functionality, forcing the agency to invest substantial personnel resources to develop and deploy equivalent in-house web crawlers, which would be both time-consuming and resource-intensive. The contract falls under NAICS code 511210 and is being managed by the Human Foods Program with acquisition inquiries directed to the designated liaison.

WILEE - Web data purchase The Warp Intelligent Learning Engine (WILEE) is an Artificial Intelligence engine designed and built in house for doing post market surveillance, identifying and triaging food safety signals for further action by Human Food Program employees. WILEE enables knowledge discovery and horizon scanning for emerging incidents that affect products under the regulatory purview of the Human Foods Program. WILEE's source data include more than 900,000 unique channels. In order to continue to receive data from these multiple sources, we need continue our subscription to the commercial data aggregator. Keeping WILEE operational is critical to the agency carrying out its responsibilities under Sec. 402 of the FD&C Act. WILEE enables the early detection of food safety signals that are indicative of the presence of potentially harmful substance in the U.S food supply. This enables the agency to take early action and prevent harm to the U.S population. Because WILEE monitors multiple channels of data (currently greater than 900,000 unique channels), it is able to synthesize information from a variety of sources and identify signals earlier than traditional systems can. WILEE also addresses the Executive Order 13960 "Promoting the Use of Trustworthy Artificial Intelligence in the Federal Government". WILEE implements the first of its kind AI engine within the FDA designed for food safety. Losing this data source will negatively impact how WILEE works and will require many FTE hours to replace it with an in-house written webcrawlers.
