Wiley Electronic Journal Subscription

The U.S. Nuclear Regulatory Commission (NRC) requires renewal of its subscription to Wiley electronic journals with John Wiley & Sons, Inc. The Office of Information Services is responsible for the agency's Technical Library, which contains a collection of scientific and technical books, journals, reports, industrial codes and standards, and other materials. In addition, the Technical Library provides access to electronic databases, industry electronic newsletters, online codes and standards, electronic journals, CD-ROMs, and other relevant web resources. Specifically, the Technical Library provides access to Wiley electronic journals in support of the agency's regulatory and licensing mission. The period of performance is one year base period, plus four (4) one year option periods. This acquisition is conducted under the authority 10 U.S.C. 2304 (c), as implemented in Federal Acquisition Regulation (FAR) 6.302-1. John Wiley & Sons, Inc. is the copyright holder, sole publisher/publishing partner and distributor for the content of the electronic journals in the subscription. This requirement and was publicized in accordance with FAR Subpart 5.2. A Notice of Intent was posted to FBO.gov on 09/05/2014. No responses were received as a result of the notice. To ensure that the price to the Government for these services will be fair and reasonable, a separate price analysis will be performed by the Contracting Officer and award will only be made if the price is determined to be fair and reasonable. The NRC Acquisition Management Division will closely monitor requirements for any subsequent acquisitions to ensure that any restrictions to competition are adequately justified and to ensure that competitive procedures are used to the maximum extent practicable.
