AI Contract Overview
The United States Coast Guard Surface Forces Logistics Center is soliciting three identical heated pilot house windows from Beclawat Manufacturing Inc., each specified by unique NSNs and part numbers but sharing identical construction as defined by Drawing 154-WPC-625-201, Revision 4: laminated safety glass made of a 12mm and 6mm panel with a sinusoidal resistive wire embedded in a vinyl interlayer, mounted in a 6063-T4 aluminum frame, with slight dimensional variations between each unit. Each window must be ordered in a quantity of three, totaling nine units. All items are subject to strict packaging, packing, and marking requirements mandating compliance with MIL-STD-2073-1E Method 10 for individual packaging and either ASTM D6251 Type III Class 1 wood-cleated panelboard or ASTM D6880 Class 2 heavy-duty screwed wooden boxes for shipping; any unit exceeding fifty pounds must be palletized or skid-mounted for forklift handling. Standard commercial packaging is explicitly unacceptable, and all markings must adhere to MIL-STD-129R with barcodes conforming to ISO/IEC-16388-2007 using Code 39 symbology, positioned to be clearly visible to forklift operators. Non-compliance with packaging, packing, marking, or barcoding requirements will result in rejection and return of the goods, delaying payment. The solicitation, issued under NAICS code 332321 and using simplified acquisition procedures per FAR 13.106, is for a Firm Fixed Price contract with an “all or none” award decision based on the Lowest Price Technically Acceptable methodology, requiring offers to be submitted by July 9, 2026, at 10:00 a.m. Eastern Standard Time. Only the brand-name part from Beclawat Manufacturing Inc. is acceptable unless an equal product demonstrates full conformance to all salient characteristics, subject to Coast Guard approval. Offerors must be registered in SAM.gov with a valid DUNS number and Tax Information Number, and must certify compliance via FAR 52.212-3, including representations on small business status, covered telecommunications equipment, and forced labor. The contract incorporates multiple FAR and HSAR clauses covering prohibition of contracting with inverted domestic corporations, Buy American Act requirements, combatting trafficking in persons, electronic funds transfer
