Window Shades

The United States Government Publishing Office (GPO) is soliciting offers for the furnishing and installation of 30 manually operated, clutch-controlled solar roller shades with matching aluminum fascia systems across its facilities at 732 North Capitol Street NW, Washington, DC. The project addresses existing windows lacking adequate shading or containing deteriorated units that fail to provide effective glare control, thermal comfort, privacy, or aesthetic consistency. All shades must meet stringent material standards, including fire resistance per NFPA 701, resistance to fungi and bacteria per ASTM G21 and G22, Greenguard Gold certification for low emissions, and resistance to UV fading and staining, with fabric equivalent to or better than Phoenix II Solar Fabric. Installation must be performed plumb, level, and fully operational, with all debris removed and a minimum one-year labor warranty provided. Attendance at a mandatory site survey is required for eligibility; failure to attend results in immediate disqualification. The contract is structured as a firm-fixed-price award under a Lowest Price Technically Acceptable (LPTA) evaluation model, where technical compliance is assessed on a pass/fail basis and award is made to the lowest-priced offeror meeting all requirements. Offerors must comply with the Buy American Act and Trade Agreements Act, certify lack of forced child labor per Executive Order 13126, and confirm they are not debarred or suspended. All products must be sourced from designated countries or the U.S., and contractors must provide completed representations regarding small business status and socioeconomic designations. Delivery and performance must be completed within 60 calendar days of Notice to Proceed, and all goods are delivered F.O.B. Destination, with risk transferring to the Government upon arrival at GPO. Access to the facility requires government screening, coordination with the Contracting Officer’s Representative, daily tool inventory, and strict prohibition of photography or recording without written authorization. Invoicing must be submitted electronically to invoicegpo@gpo.gov, and contractors must clear any outstanding GPO debts prior to payment.
