Winter Wonderland & Ice Skating Experience

The City of Conyers is soliciting proposals for the design, installation, operation, maintenance, and removal of a seasonal Winter Wonderland and Ice Skating Experience at Celebration Park in Olde Town Conyers, Georgia. The project requires the contractor to deliver a fully operational ice rink with skate rentals, lighting, signage, ADA-compliant access, and optional winter attractions such as lighting displays, photo stations, and food concessions, all while ensuring crowd management, daily maintenance, safety compliance, and complete site restoration following the event. Proposals must be submitted in four physical copies, sealed and labeled clearly, and delivered by 3:00 p.m. EST on Thursday, July 2, 2026, to the City’s administrative address; electronic submissions are not accepted. A pre-proposal conference is scheduled for June 15, 2026, and all questions must be submitted by June 18, 2026, with responses distributed via official addenda posted on the City’s website. Installation must begin no earlier than mid-October 2026, with the event opening in mid-November and running through late January 2027, followed by full removal by early February 2027. The contract permits renewal for up to three additional one-year terms at the City’s discretion. Proposers must demonstrate experience with at least three comparable projects, provide a detailed operational plan including staffing, safety protocols, and emergency response procedures, and submit mandatory certifications including a W-9 form, proof of insurance naming the City as an additional insured with a minimum of $1,000,000 per occurrence coverage, a business license, an affidavit verifying legal presence in the U.S., an E-Verify compliance statement, and an organizational chart. Financial proposals must be submitted using one of three structures: revenue share, minimum guarantee plus revenue share, or flat fee lease, though no baseline budget or estimated contract value is provided. Evaluation will be based on experience, creativity, operational and safety approach, financial value, community impact, economic development potential, and operational reliability, with no assigned weights or scoring rubrics; award will be made to the proposal offering the greatest overall value to the City, not necessarily the lowest price. The contractor is subject to liquidated damages of $1,000 per day for non-operation and $500 per occurrence for service interruptions, must coordinate marketing materials with the City’s public relations team for pre-approval, and must
