AI Contract Overview
The contract is for the procurement of one unit of a wire harness, electric, identified by part number 901-079-045-103, manufactured in accordance with drawing 901-079-045 Revision B and under CAGE code 97499 for Bell Textron Inc. The requirement is a firm fixed-price acquisition governed by DLA’s standardized procurement protocols, with delivery scheduled within 30 days after the order date to the Fleet Readiness Center at Cherry Point, North Carolina, under FOB Destination terms. The product is classified as a critical application item with no shelf life requirement, and strict compliance with DLA’s Master List of Technical and Quality Requirements is mandatory, superseding all other standards including ASTM D3951. The harness must be marked and labeled per MIL-STD-130N(1) and packaged and palletized in accordance with MIL-STD-129 and RP001, with barcoding mandated via Data Matrix format. Inspection and acceptance occur at the destination, with sampling requirements following MIL-STD-1916 or ASQ H1331, Table 1, or a zero-defect comparable plan; attribute classifications for inspection are defined as Level VII for critical, Level IV for major, and Level II for minor features, with unspecified attributes deemed major. The manufacturer may choose between attribute or variable inspection methods, and acceptance requires zero non-conformances unless otherwise permitted. All invoices must be processed through WAWF, and compliance with cybersecurity requirements under 252.204-7012, including NIST SP 800-171 controls and 72-hour incident reporting, is required. The contract enforces adherence to anti-trafficking, small business utilization, whistleblower protections, and federal procurement integrity clauses, with past performance, particularly quality and delivery reliability, taking precedence over price in the best-value trade-off evaluation. DPAS priority ratings apply, and the contractor must ensure supply chain transparency and compliance with export control, foreign ownership disclosure, and anti-corruption provisions. The solicitation explicitly rejects LPTA methods, prioritizing full trade-off assessment to select the offeror best positioned to deliver mission-critical performance with proven reliability.
