The contract calls for the procurement of 11 units of a wire rope assembly, single leg, identified by NSN 4010-00-775-3326 and governed by engineering drawings DWG 35-12055, DWG 29-7660, and DWG BPS-R-44, with all technical and quality requirements drawn from the DLA Master List of Technical and Quality Requirements. The item is subject to stringent quality controls requiring inspection and acceptance at origin, adherence to MIL-STD-1916 or ASQ H1331 sampling standards with AQLs of 0.1 for critical, 1.0 for major, and 4.0 for minor attributes, and mandatory compliance with CMMC Level 2 for cybersecurity. Packaging must conform to ASTM D3951 and DLA’s RP001, with all markings and labeling following MIL-STD-129 including barcoding for supply chain tracking. Technical data associated with this item is subject to export control under ITAR or EAR, restricting access to only those contractors who hold a valid US/Canada Joint Certification Program certification, have completed DLA’s export control training and questionnaire, and have received explicit authorization from DLA. The contractor must also comply with restrictions on the use of additively manufactured items, hazardous material identification and disclosure including submission of Safety Data Sheets, and the exclusive use of U.S.-flag vessels for ocean transportation unless a waiver is granted and approved. Delivery is scheduled for 170 days after ADO to the Defense Distribution Depot New Cumberland, Pennsylvania, with FOB Origin terms placing all risk and cost on the contractor until shipment. The solicitation includes a full suite of defense-specific contractual clauses covering employment practices, trafficking in persons, cybersecurity, supply chain integrity, and whistleblower protections, all governed under deviation 2026-00038 and reinforced by FAR and DFARS mandates. While the contract does not specify unit pricing or total estimated value, the evaluation framework is implied to be Lowest Price Technically Acceptable, where technical compliance is binary and price is the primary factor among those meeting all mandatory certification and regulatory thresholds.

General Info

Procure 11 wire rope assemblies per strict technical, quality, and ITAR/EAR export control requirements with zero-defect acceptance.
