The contract HC101317F0169 was awarded on July 31, 2017 by the Defense Information Technology Contracting Organization (DITCO), Mobility Section at Scott Air Force Base, Illinois, to Cellco Partnership, doing business as Verizon Wireless. This firm fixed-price order was granted through a non-competitive process under the U.S. Army Contracting Command-Aberdeen Proving Ground Next Generation Wireless Blanket Purchase Agreements. The purpose of the contract is to procure wireless devices and extend wireless services in support of the Joint Service Provider (JSP), with an initial performance period from August 1, 2017 to July 31, 2018. A justification for this non-competitive award was made under federal acquisition regulations to maintain continuous availability of commercial wireless products and services. The contract was later modified to include a 12-month option period extending the performance from August 1, 2018 through July 31, 2019, due to delays in consolidating existing contracts. This extension ensures uninterrupted wireless services. The contract activities are overseen by DITCO-Scott, with contract specialists and contracting officers available for inquiries. The place of performance is Scott Air Force Base, Illinois, and the contract falls under NAICS code 517312, related to telecommunications services. The overall arrangement supports ongoing wireless communication needs for the Department of Defense through a streamlined contracting approach under existing Blanket Purchase Agreements.

The Defense Information Technology Contracting Organization (DITCO), Mobility Section, DITCO/PL8414,2300 East Drive, Scott AFB IL 62225-5406 awarded HC101317F0169, on July 31, 2017 to Cellco Partnership DBA Verizon Wireless. The order was awarded non-competitively utilizing United States (U.S.) Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Next Generation Wireless Blanket Purchase Agreements (NGW-BPAs). The firm fixed price order was awarded to procure devices and extend wireless services in support of Joint Service Provider (JSP)with a period of performance of August 1, 2017 through July 31, 2018. A justification pursuant to the authority of Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) was approved on May 30, 2017 and subsequently modified on April 05, 2018 to ensure continuous commercial wireless devices and services remain available. This J&A covers several orders currently administered by multiple contracting agencies, to include the U.S. ACC-APG, and is provided as an attachment to this award synopsis in accordance with the requirements of FAR 16.505(b)(2)(ii)(D). Modification P00003 was executed to include a 12-month option period. Under the Next Generation Wireless Blanket Purchase Agreements (BPA), a 12-month base period and a 12-month option period is authorized. The original order was awarded for a 12-month period, as the agency was moving towards a consolidated contracting effort. Due to external factors, the agency is unable to consolidate all existing contracts prior to their current performance expiration; as such, a 12-month option extension is necessary to avoid a loss in service. This modification extends the period of performance from August 1, 2018 through July 31, 2019. DITCO-Scott is the contracting activity and all inquiries regarding this synopsis should be submitted electronically and directed to Tamie Keene, Contract Specialist, Phone +1 (555) 000-0000, or e-mail contact@example.gov.
