This sources sought notice, identified as FD20302602435, is not a solicitation and does not commit the government to award a contract; no funds are available for this effort. Interested parties must select the “Add Me to Interested Vendors” button to participate and submit a Source Approval Request (SAR) package through DoD SAFE, which must include business information such as a valid Unique Entity Identifier (UEI) and CAGE code, along with certifications for applicable socioeconomic categories including Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business. To qualify, potential sources must demonstrate the capability to perform full new manufacture of the item, including procurement of component parts, inspection, testing, preservation, packaging, shipping, supply chain management, and handling of diminishing manufacturing sources and long-lead time items. Nonrecurring engineering costs associated with qualifying as a new source may be required. Technical data, such as the Engineering Data List (EDL) and Military Qualification Requirement MQR-PSD-1, must be obtained independently from SAM.gov as the government will not provide engineering drawings or specifications. All submissions must be electronic and uploaded via DoD SAFE using a PKI certificate; alternate submission methods are available only upon request via designated email contacts.
