The contract is issued under solicitation SPE4A6-26-T-41C0 with a response deadline of May 14, 2026, and is administered by the ASC Commodities Division of the Department of Defense. All technical and quality requirements are incorporated by reference from the DLA Master List of Technical and Quality Requirements, including critical provisions such as RQ042 mandating ISO 9001:2015 compliance for the quality management system, RQ009 requiring inspection and acceptance at origin, and RQ017 specifying physical identification and bare item marking. Sampling for quality assurance must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances accepted unless otherwise stated, and unspecified attributes are deemed major with corresponding AQL values. Packaging and marking must conform to MIL-STD-2073-1E and MIL-STD-129, including standardized barcoding, and preservation must comply with Method 10 (CLNG/DRY). Technical data associated with this item is subject to export controls under ITAR or EAR, and access is restricted to contractors holding US/Canada Joint Certification Program approval, having completed required training, and been authorized by DLA. Invoicing must be performed exclusively through Wide Area WorkFlow, and compliance with DFARS 252.204-7012 and NIST SP 800-171 Rev 1 is required to safeguard Controlled Unclassified Information, with assessment levels determining eligibility for award. Offerors must hold a valid Unique Entity Identifier and CAGE Code registered in SAM, and socioeconomic status representations including HUBZone, WOSB, or SDVOSB may influence award decisions. The contract includes clauses addressing employment eligibility verification, combating human trafficking, equal opportunity, sustainable procurement, and cybersecurity incident reporting. The sole CLIN lists a quantity of one unit at a nominal price of $1.00, suggesting this is a simplified acquisition with no options or volume escalation. All submissions must be made electronically via the DLA Internet
