Administrative documentation, including a Notice of Exemption filed in November 2025, confirmed compliance with state environmental review requirements, and fees totaling $52.50 were paid through the Ventura County Recorder’s Office via credit card. However, the solicitation for this effort was officially withdrawn by the public agency on January 14, 2026, and no contract was executed, leaving no formal contract number, pricing structure, delivery schedule, or contractor involvement. The project was managed internally by Ventura County’s Public Works Agency – Roads & Transportation, with Anitha Balan as the primary point of contact, and all activities were confined to local governance and environmental compliance rather than federal procurement processes. No federal acquisition regulations, contract clauses, invoicing systems, or performance metrics were applicable, as the endeavor was entirely a state and county-level environmental action with no external contracting components.
