Request for Proposals Independent Municipal Auditing Services
Solicitation # 2026-AUD-01
The Borough of Sharon Hill, Pennsylvania, is soliciting proposals from independent certified public accounting firms to provide annual municipal auditing and financial reporting services. The primary objective is to secure a firm to conduct audits for the fiscal years ending December 31, 2023, 2024, and 2025, with optional renewal extensions for the 2026 and 2027 fiscal years. The selected firm will be responsible for issuing DCED audit reports in accordance with auditing standards generally accepted in the United States, Government Auditing Standards, and the Pennsylvania Borough Code. Notably, the Borough does not issue GAAP financial statements. All base engagement deliverables, including final reports for all three required years, must be completed within 180 calendar days of the engagement. Qualified proposers must be licensed in Pennsylvania and possess at least five years of experience auditing Pennsylvania municipalities. Proposals are due electronically via PennBid by October 23, 2026, at 3:00 p.m. Eastern Time. The evaluation process will be based on a 100-point scale to determine the best overall value rather than the lowest fee. Required submissions include a detailed technical approach, a cost proposal with fixed fees for each audit year, a peer review report, and evidence of comprehensive insurance coverage, including professional liability and cyber liability of at least $1,000,000. All inquiries must be directed to Borough Manager Joy Taylor through the PennBid portal.
