The Woodcrest Retail Center Project involves the development of a retail shopping center on a 9.42-acre site located at the northwest corner of Van Buren Boulevard and Washington Street in the unincorporated community of Woodcrest, Riverside County. The proposed development consists of approximately 61,020 to 65,693 square feet of commercial space, featuring a retail grocery store, various retail shops, drive-through restaurants, and a convenience store with a retail gas station equipped with six multi-product dispensers. The project requires several regulatory approvals, including a General Plan Amendment, Change of Zone, Conditional Use Permits, and a Site Plan. Extensive environmental and technical evaluations have been conducted to ensure compliance with CEQA and local regulations. These include a Draft Environmental Impact Report, a Phase I Environmental Site Assessment, and specialized studies on air quality, greenhouse gas emissions, noise, and vibration. Technical assessments have also addressed geotechnical feasibility, hydrology, and water quality management. Biological and cultural resource evaluations identified the need for mitigation measures regarding burrowing owls, paleontological resources, and a prehistoric bedrock milling site. Additionally, the project has undergone traffic impact analysis, a fiscal impact study, and an airport compatibility review, with the Airport Land Use Commission determining the project is consistent with the March Air Reserve Base/Inland Port Airport Land Use Compatibility Plan.
