KC Engineering and Land Surveying, P.C. (KC) is seeking a Subcontractor to provide Work Zone Traffic Control (WZTC) for survey crews in Rockland County for a portion of I-287 under Contract Number D214812.
The work will consist of providing all labor, materials, machinery, tools, and equipment necessary to perform WZTC on I-287, Rockland County in the State of New York. The WZTC is required for KC, WSP USA Inc. (WSP), Hayduk Engineering LLC (Hayduk) and New York State Thruway Authority (NYSTA) personnel, or their authorized designee, to safely survey and perform other field investigations of approximately eight (8) miles of highway corridor in the Towns of Orangetown, Clarkstown, and Ramapo. Work shall be performed as described and in accordance with the Manual of Uniform Traffic Control Devices (MUTCD) – 2009 and the New York State Supplement with all applicable revisions and the NYSTA Standard Sheets (Work Zone Traffic Control), dated May 1, 2025 Volumes 1 & 2. Applicable sheets are provided herewith in the IFB documents under Section TA-619.
WZTC may be required for the following tasks:
Shoulder closures:
Per day for one crew
Per day for two crews at different locations (two WZTC setups simultaneously)
Right lane closures:
Per day for one crew
Per day for two crews at different locations (two WZTC setups simultaneously)
Left lane closures:
Per day for one crew
Per day for two crews at different locations (two WZTC setups simultaneously)
Bids for the above should be provided for daytime and nighttime mobilizations
Daily rates for each of the above tasks must be provided. The project is subject to Prevailing Wage provisions. Mobilization by the WZTC Subcontractor is required within 48 hours (“working days”) of notification by KC. Cancellation of any WZTC deployment must be made by KC no later than four (4) hours prior to the scheduled WZTC mobilization. If cancellation by KC is made later than four (4) hours before the scheduled mobilization on any given day, the WZTC Subcontractor shall be entitled to full payment for the given task for that day.
All rates shall be given for full day’s mobilization. A full day consists of 10 hours to allow for mobilization and demobilization of the set-ups. Payment for full days with multiple bid item set-ups will be based on a prorated basis. Payment for partial days of work will be 50% of bid price for up to 4 hours of field work and 100% thereafter. The Subcontractor’s crew’s travel time to and from the site shall not be included for full and partial days.
The Subcontractor shall visit the site as a condition of submitting a bid. On-site safety of the WZTC Subcontractor’s personnel and the work area shall be the responsibility of the WZTC Subcontractor.
Required Experience: The Subcontractor shall have a minimum of five (5) years documented experience in the performance of traffic control for NYSDOT and/or NYSTA projects. The successful bidder must provide at least three (3) NYSTA and/or NYSDOT references within the past five (5) years for verification with their proposal.
All Subcontractors’ personnel assigned to this work shall have their flagging certification current, must be able to communicate in a clear and effective manner, and be familiar with the MUTCD – 2009 and New York State Thruway Authority Standard Sheets (Work Zone Traffic Control), dated May 1, 2025, Volumes 1 & 2 with all applicable revisions.
The Subcontractor shall have a NYSDOT Vendor Responsibility Questionnaire on file with the State.
Contract: The duration of the contract will be on an as-needed basis from approximately January 4, 2026, until December 31, 2026. The schedule is approximate and will be coordinated between KC and the Subcontractor. Schedule is subject to holiday embargos as specified by NYSTA.
Included with their proposal, the WZTC Subcontractor shall provide a summary of ownership of all equipment necessary to provide the services required.
A Foreman must be on-site at all times with a working cell phone, and the minimum crew shall be two (2) persons, which can include the foreman.
KC is a Subcontractor for prime consultant WSP USA Inc. (WSP) under the NYSTA’s Contract No. D214812. All applicable provisions of KC’s subcontract apply to the Subcontractor. The following representatives will have the right to manage the site requirements: KC, WSP, Hayduk, and NYSTA personnel.
KC reserves the right to reject any, and all bids, to waive any, and all informalities, to invite for new bid proposals, and to disregard all nonconforming, non-responsive or conditional bids.
Bids shall be disqualified or rejected if:
Bid is not received by the stated time and date.
In the judgment of the consultant and/or NYSTA if the bidding entity is deemed to not have adequate equipment, experience, references or manpower to perform the required work.
Insurance: The insurance requirements shall be in accordance with the specifications in the Bid Documents and shall consist of the following: Policies of Bodily Injury Liability and Property Damage Liability Insurance; Policies of Automobile and Truck Insurance; and Workmen’s Compensation Insurance.
Permits – The design team (WSP & KCE) is responsible for coordination with NYSTA on lane closures and necessary permits.
Deadline: Proposals prepared in conformance with the Bid Documents shall be accepted until 1:00 PM (Local Time), December 1, 2025.
Bid Letting: Proposals should be sealed and submitted by mail. Electronic proposals, i.e., by e-mail will not be accepted. Signed proposals must be received by 1:00 PM (local time) on December 1, 2025. Proposals received after the deadline will not be accepted.
No bid information or interpretations can be provided orally; all must be by written addenda sent out three (3) days before the submission of bids.
The Award of the Contract will be made to the lowest qualified bidder within twenty (20) calendar days after receipt of Bids, subject to final approval of NYSTA. The successful bidder will be required to enter into a formal subcontract with KC.
If the lowest qualified bidder is not able to provide their services in a timely manner, KC reserves the right to use the next lowest bidder.
