Description: Worldwide Container Leasing RFI Purpose: The purpose of this Request for Information (RFI) is to conduct market research seeking to identify vendors who would be interested in offering on a forthcoming Request for Proposal (RFP) to lease dry, chill and freeze containers in support of the Defense Logistics Agency Troop Support's Subsistence Worldwide Disaster relief efforts. When national emergencies occur, Government agencies such as FEMA and USAID, may be called upon to provide support to the affected areas. DLA Troop Support Subsistence is often requested to provide Operational Rations, bottled water and other food support to these agencies and the military supporting those relief efforts. DLA also provides support in contingency areas overseas. In order to better serve the needs of our customers, and maintain the integrity of the product for an indefinite period of time, DLA is looking for companies with the capability to provide, stage, and maintain dry, chill and freeze containers to ensure adequate temperature controls are sustained. Potential companies must be able to provide containers in a disaster or contingency area with little notice for an extended period of time. Leasing arrangements may last days, weeks or months. This RFI is issued solely for information and planning purposes and does not constitute a formal Request for Proposal, or promise to issue a solicitation in the future. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI. All inquiries must be submitted in writing via email to Sonny.Cosmas@dla.mil or Janine.Samoni@dla.mil. The Government will not entertain any further requests to meet individually with a contractor, and will not respond to any telephonic inquiries in response to this RFI. Please see the below capabilities and requirements for a description of the possible acquisition. Target Audience: All Interested Businesses Please Respond To The Following Questions: Do you have the capability to stage and manage containers anywhere in the world? If not, what areas of the world can you support? What geographical area do you serve in the Continental United States (CONUS)? Are you able to support multiple locations simultaneously? CONUS, Overseas or both? Are you able to provide leasing arrangements of varying lengths? Daily, weekly, monthly, multiple months? Do you have lease-to-own options? How many dry, chill and/or freeze containers do you have available to lease? What are the sizes of the containers? What is the average age of the containers? Do you have ammo-grade containers available? Are generators available to maintain temperatures of the chill and freeze containers? GenSets or full size generators? How many containers can be powered simultaneously? Do you have the capability to provide security for the containers, if required? Is your company registered in the System of Award Management (SAM)? If yes, please provide your CAGE code and NAICS code If you own or are part of a larger organization, do you have back up support in the event that you are not able to perform or need additional assistance? How quickly could you respond to the request to provide containers? Expected notification would be 2 to 3 days. How much time is needed in order to respond to changes in the number of containers needed? It may be a surge-like situation where numbers increase significantly within the first few days of the disaster or contingency. How long can you sustain support of the containers? What is the estimated cost to lease per day per type of container, i.e. dry, chill, freeze? Per week? Per month? Long-term? Are quantity discounts available? Are there any minimum or maximum constraints we need to be aware of? Responses: If you are interested in offering on such an opportunity, please provide an emailed response by 4:00 PM EST on Tuesday, January 8, 2019 to Sonny.Cosmas@dla.mil and Janine.Samoni@dla.mil. Please have the subject of the email response read "Worldwide Container Leasing RFI". Proprietary information or trade secrets, if any, must be clearly marked on all materials.
