The contract calls for dockage services to support the dredge vessel named "Murden" and a small support vessel at Ponce Inlet, Florida. The contractor must provide all labor, equipment, and materials necessary for 75 days of reserved berthing suitable for the dredge (160 feet long, 35 feet beam) and the support vessel (23 feet long, 8.5 feet beam). Services include assistance with dockage and fueling, launching and retrieval of the support vessel from trailer, parking for the trailer and tow vehicle, daily provision of 200 gallons of fresh water, waste oil disposal, and facilitating access for fuel trucks and on-site gasoline fueling. The vessels operate 12 hours daily, 7 days a week, with extended 24-hour operations from July 1-11, during which dockage support must remain continuously available for fueling, repairs, and crew changes. This firm fixed price contract will be awarded as a sole source to Sea Love Boat Works, the only marina near the project site capable of safely accommodating the dredge and support vessel, as proximity to the dredging site is critical to avoid delays and added costs. The contract is expected to begin between April 29 and August 1, 2015, covering a 75-day period. Although this acquisition does not invite competitive bidding, any party claiming the ability to meet the unique requirements may submit a detailed capabilities statement by April 13, 2015, for the Government’s consideration. Contractors must be registered in the System for Award Management (SAM) and the Federal Award Performance and Integrity Information System (FAPIIS) to be eligible for award. All communications related to the solicitation are to be directed in writing to the designated Contracting Officer.

PN 110205 - SOS Hangar Renovation - Progressive-Design-Build OT
Solicitation # W912PM279A001
The U.S. Army Corps of Engineers is issuing a draft program solicitation for the renovation of Hangar 750 at Pope Army Airfield, Fort Bragg, North Carolina. This project supports an Air Force Special Operations Command squadron mission and involves the comprehensive architectural and MEP build-out of ground floor aircraft maintenance bays, the integration of exterior hangar doors, and the construction of second-floor administrative and high-security operational spaces. The scope includes the installation of Level 2 wet-pipe fire suppression, intrusion detection systems, electronic access control, and full furniture, fixtures, and equipment packages. This procurement is conducted as an Other Transaction Agreement under 10 USC 2808a, meaning it is not subject to the Federal Acquisition Regulation. The project follows a Progressive Design-Build approach divided into two stages: Phase 1 focuses on design and pre-construction services, while Phase 2 covers final design and construction via a Fixed Price model based on a negotiated Guaranteed Maximum Price. The government has established an affordability cap of 35 million dollars as a material requirement, and the selected firm must be capable of providing performance and payment bonds of at least 35 million dollars. Selection is based on a qualifications-based methodology involving a two-step process: an initial evaluation of White Papers followed by Pitch Presentations for a target of three highly qualified teams. All team members must be registered in the System for Award Management with a valid Unique Entity Identifier. Additionally, the successful Design-Builder must comply with Cybersecurity Maturity Model Certification (CMMC) requirements as codified in 32 CFR Part 170, including a positive self-assessment and signed attestation of security controls. USACE National Enterprise Dredging Center Scope Dredge to Budget Contract
Solicitation # W912PM27RA006
The USACE National Enterprise Dredging Center is implementing a Scope Dredge to Budget (SDtB) acquisition strategy for maintenance dredging across various navigation channels and harbors along the Texas Coast. This initiative is divided into two distinct procurement paths: an Unrestricted pilot for major deep-draft channels with a budget of approximately 134.7 million dollars and a Small Business Set-Aside for intracoastal waterways and secondary channels with a budget of 26.2 million dollars. The total combined budget for these efforts is approximately 161 million dollars, with additional options available for the Houston Ship Channel. The period of performance generally spans from May 2027 through May 2028. The procurement utilizes a two-phase design-build procedure to determine the best value. Phase One focuses on technical qualifications, evaluating proof of bonding capacity, past performance, and equipment plans to down-select a maximum of five highly qualified offerors. Phase Two requires these selected firms to submit detailed technical proposals and cost information, which are evaluated based on the number of priority projects dredged, management approach, project schedule, and small business participation. Award decisions will be based on a best-value tradeoff, where technical factors are weighted significantly more than price. All proposals must be submitted electronically via the Procurement Integrated Enterprise Environment portal.
