The building must be located in Kennewick or Pasco, Washington within one of the two following delineated areas: Kennewick, WA: North Boundary: State Highway 240 East Boundary: S. Gum Street/State Highway 397 South Boundary: W. 10th Avenue West Boundary: Leslie Road (Border between Kennewick and Richland) Pasco, WA: North Boundary: Argent Road East Boundary: N. 10th Street (north to Argent Rd.) South Boundary: Columbia River West Boundary: State Highway 395 (north to Argent Rd.) Neither of the delineated areas is considered more preferable than the other.
