The U.S. General Services Administration (GSA) intends to enter into a sole source lease agreement on behalf of the Internal Revenue Service (IRS) for a large office space at the Historic 30th Street Main Post Office Building in Philadelphia, Pennsylvania. The lease will cover approximately 862,692 rentable square feet of office and related space, along with 1,200 to 1,600 secured parking spaces, for a firm term of twenty years beginning around August 2007. This facility must meet stringent Level IV security requirements, accommodate around 700,000 ANSI/BOMA Office Area Square Feet in a single tenant layout, and be located within the city limits of Philadelphia. The lease rate must align with approved prospectus limits for the project, reflecting thorough market research that found no viable alternatives capable of fulfilling the IRS’s specific requirements. The contract will be awarded under the authority of 41 U.S.C. 253(c)(1), which allows non-competitive negotiations when only one responsible source exists. This notice is not a solicitation for competitive proposals but invites interested parties to express their interest within ten days of the notice’s publication. Such responses will assist the government in determining whether to proceed with a competitive procurement, though the decision to award the contract without competition is at the sole discretion of the government. The point of contact for this lease action is Ellen M. Beears, a Realty Specialist with the GSA.
