The Defense Logistics Agency Contracting Service Richmond intends to award a sole source, Firm-Fixed Price purchase order to Rapiscan Services, Inc. for a maintenance service agreement covering eight proprietary X-ray screening machines located at the McNamara Building and other DLA Headquarters facilities in Fort Belvoir, Virginia. These machines, which include various Rapiscan models such as the 618XR, 620RX, and 622RX, are critical for screening all personnel gaining access to the facility. The procurement is justified under FAR 6.302-1, as Rapiscan is the only responsible source capable of providing the necessary specialized maintenance and original parts without voiding existing warranties. The contract structure consists of a base period from August 4, 2023, through August 3, 2024, with two additional twelve-month option periods extending the performance through August 3, 2026. Managed by Contracting Officer Beverly J. Williams and Contract Specialist James K. Simms, the agreement ensures operational readiness through the use of manufacturer-trained technicians and certified components. Because this is a non-competitive acquisition based on technical exclusivity and proprietary constraints, no formal evaluation factors or competitive bidding processes were utilized.
