X1DZ- Lease of Space for Community Based Outpatient Clinic in Hagerstown, MD Space for 11,987 Net Usable Square Feet/ 13,785 ABOA/ 18,610 Rentable Square Feet

The Department of Veterans Affairs is soliciting proposals to lease approximately 11,987 net usable square feet, 13,785 ABOA, or 18,610 rentable square feet of office and medical space in Hagerstown, Maryland, for a Community Based Outpatient Clinic. The VA will consider both existing spaces that can be renovated or built out to meet its requirements and new construction designed specifically to comply with VA standards. Proposals must be submitted in four distinct volumes as specified in the solicitation, with each document submitted as an individual file and no combined formats permitted. Key deliverables include completed GSA Forms 1217 and 1364, past performance references, vitae of up to 12 key team members, a small business subcontracting plan, fire protection and life safety documentation, architectural plans in .DWG format, environmental site assessments compliant with ASTM E1527-21, and evidence of SAM registration with an active Unique Entity ID and CAGE code. All submissions must be made electronically, with questions directed in writing to Rachael Hallock by April 6, 2026, and amendments posted on SAM.gov. Evaluation will prioritize location and building design over other factors, followed closely by technical capability and qualifications, and past performance, with price being the least important factor in a best-value trade-off determination that is not LPTA. The Government will assess the offeror’s ability to coordinate with VA, mitigate project risks, and implement an emergency preparedness plan, while also evaluating the relevance and quality of past projects. The space must meet ADA accessibility, energy efficiency standards including ENERGY STAR certification via EPA Portfolio Manager, and VA-specific design guides such as the PACT model, and must be constructed with permanent materials suitable for adaptive reuse. Security requirements include compliance with Facility Security Levels I–IV using the Security Unit Price List for cost modeling, and a conflict of interest disclosure must be submitted if any entity represents multiple property owners. LEED®-NC Silver certification is required for projects exceeding 10,000 RSF, and any construction activity triggering site disturbance over 5,000 square feet necessitates a hydrology statement. Proposals must also affirm compliance with FAR 52.240-90 regarding prohibited telecommunications equipment. Acceptance is contingent on Government inspection at the site and successful verification of all building, safety, environmental, and operational requirements prior to lease execution.
