The Department of Veterans Affairs National Cemetery Administration has issued a sole source award for the Gravesite Expansion Project at the Port Hudson National Cemetery in Zachary, Louisiana. This urgent project is necessitated by projections indicating that existing casket crypt gravesites would be depleted by April 2012. To mitigate the risk of running out of space, the government bypassed the standard four-month construction solicitation process to expedite the delivery of 2,500 pre-placed concrete crypts for Phase 1 of the expansion. The new site is located at the intersection of Mt. Pleasant and Salvant roads, approximately 1.5 miles from the current facility. In accordance with PL 109-461, the contract was sole sourced to a Service-Disabled Veteran-Owned Small Business to ensure the project timeline was met following the completion of the design in October 2011. The procurement falls under NAICS code 237990 and was managed by the office located in Quantico, Virginia.

Full Description

SOLE SOURCE JUSTIFICATION The solicitation is for the Gravesite Expansion Project at the Port Hudson National Cemetery and is being Sole Sourced in accordance with PL 109-461. The current projection performed by Memorial Service Network 2 shows depletion of current casket crypt gravesites as early as April, 2012. Design is shown to be completed by October 2011 for the new site located 1 ½ miles from the existing facility. The new site is at Mt. Pleasant and Salvant roads, off Highway 61 in Zachary, Louisiana. Phase 1 of this project requires an early delivery of 2,500 pre-placed concrete crypts. Construction solicitation normally takes up to 4 months or more. Since the design will be completed in October, there is not enough time for the construction solicitation and award. This will reduce the risk of gravesite depletion at this facility by shortening the normal project delivery time. Sole Sourcing to an SDVOSB is in the best interest of the Government.

Solicitation # 36C78627Q0031
The Department of Veterans Affairs, National Cemetery Administration is conducting market research via a Request for Information to establish a nationwide, multiple-award indefinite-delivery/indefinite-quantity contract for grounds maintenance services. This hybrid fixed-price vehicle will support Government-owned or operated National Cemeteries across the United States, the District of Columbia, and potentially U.S. territories. The anticipated contract structure includes a base year with five one-year option periods. The government is seeking industry input on the feasibility of a nationwide acquisition, potential regional award structures across four districts, and the most effective pricing methods, including economic price adjustments for labor and materials. The scope of services is comprehensive, encompassing memorial and monument installation and cleaning, turf and landscape maintenance, pest control, irrigation and drainage services, winter snow and ice removal, and the supply of specific fertilizers and soil amendments. Key personnel requirements include a Site Manager with at least five years of commercial landscape supervision experience and specific industry accreditation. Performance will be monitored through a Quality Assurance Surveillance Plan, with strict standards for headstone alignment and drainage. Interested businesses under NAICS 561730 are invited to submit their capabilities, geographic reach, and non-binding pricing estimates by November 13, 2026.
