PRE-SOLICTATION NOTICE FOR COLUMBARIUM C (SECTION 60) AT RIVERSIDE NATIONAL CEMETERY, RIVERSIDE, CALIFORNIA (PROJECT NO. 901CM3035) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-IB-0008 for the following: Contractor shall provide all labor, materials, tools, equipment and supervision necessary for construction of Columbarium C (Section 60) at Riverside National Cemetery located in Riverside, California as described herein and other specific tasks in accordance with the drawings and specifications. BID ITEM 1: GENERAL CONSTRUCTION: Work includes but not limited to demolition, site preparation, erosion control, excavation and grading, foundations, columbarium wall construction to include 10,272 precast concrete niches, stone veneer walls, pedestrian and vehicular paving, fencing, storm drainage system, irrigation system, landscape planting and turf, site furnishings, signage, installation of niche covers and all other work required by the drawings and specifications. BID ITEM 2: Fabrication, deliver and off-loading at the site of 10,500 red granite niche covers in accordance with the drawings and specifications. Award will be made on Bid Item 1 and Bid Item 2. An organized site visit is tentatively planned for Wednesday, March 3, 2010 at 10:00 am local at Riverside National Cemetery. MAGNITUDE OF CONSTRUCTION: Between $5,000,000 and $10,000,000. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible SDVOSB business responding to this solicitation.
