The United States Agency for International Development (USAID), through its Afghanistan Procurement Support Office in Bangkok and the USAID Mission in Kabul, plans to solicit proposals for a comprehensive infrastructure program focused on the rehabilitation and construction of vertical structures such as government buildings, educational and health facilities, and public housing in Afghanistan. This initiative aims to address the extensive damage caused by decades of armed conflict by supporting new construction and renovation projects at central, provincial, and local government levels. Beyond physical construction, the program seeks to enhance building codes, reform policies and institutions related to construction, and improve professional and vocational training, finance, and asset management practices within the building sector. The program is open to all types of organizations, including large and small commercial firms, educational institutions, and nonprofits from the US and eligible countries under USAID Geographic Code 935. USAID intends to award a single Indefinite Quantity Contract with task orders authorizing specific work, covering a five-year period and an estimated value of $500 million. Small businesses, including disadvantaged and women-owned firms, are strongly encouraged to participate as prime contractors or subcontractors in accordance with FAR Part 19. Potential offerors are advised to register on the Interested Vendor List on FedBizOpps to facilitate teaming and subcontracting opportunities. A draft Statement of Work has been released for industry comment, with feedback requested by April 22, 2005. The final Request for Proposal is anticipated to be issued around mid-May 2005, although USAID is under no obligation to proceed with an award. All communications regarding this solicitation are to be directed through the Afghanistan Procurement Support Office, not the Kabul mission. Key contacts include the Supervisory Contracting Officer, Andrew EM Holland, and the Contracting Officer, Kyle K. Newkirk.
