The VA Maryland Health Care System at the Perry Point VA Medical Center intends to sole source a contract to Praxair Healthcare Services for modifying the Bulk Oxygen Launching Pad located at Perry Point, Maryland. The work includes providing labor, materials, equipment, and supervision necessary to extend the existing converter pad through excavation, as well as addressing the alarm system, temporary wiring, and electrical work tied to a new bulk oxygen tank. This contract stems from a national VA agreement with Praxair, which is the designated bulk oxygen provider for the Veterans Health Administration. The sole source justification is based on FAR 6.302-1, citing that Praxair is the only responsible source capable of performing this work due to its unique role in supplying and maintaining the bulk oxygen tanks. Praxair’s involvement is necessary to ensure the proper installation and modifications of launching pads, wiring, and alarm systems without voiding tank warranties and to maintain safety standards.
