Solicitation AG-9A63-S-08-0005, issued by the USDA Forest Service for the Tahoe National Forest and Eldorado National Forest, concerns the construction of the Caples Lake Boat Launch and Facilities. This project is a set-aside for Service Disabled Veteran Owned Businesses with an estimated value between $1 million and $5 million. The comprehensive scope of work includes the demolition of existing structures such as the Lake Tenders Cabin and Quonset Hut, and the construction of a reinforced concrete boat launching ramp with a V-groove finish, a boarding float with aluminum gangplanks, and associated parking areas. Additionally, the project involves significant infrastructure improvements, including the widening of the Highway 88 intersection, access road construction, and the installation of asphalt concrete pavement and pavement markings. The facility enhancements include the erection of a pre-manufactured concrete two-unit vault toilet building, an information station with a galvanized steel roof, and a day-use picnic area featuring ADA-compliant tables and bear-saver trash containers. Technical requirements cover the installation of water lines, storm drainage systems with interceptors, utility trenching, and the placement of Class 1 and Class 3 rock slope protection. The contract mandates strict adherence to Caltrans and MUTCD standards for traffic control and signage, as well as environmental compliance regarding stormwater pollution prevention and the protection of existing vegetation. Project execution is governed by detailed specifications for structural concrete, masonry, and steel guardrails, with final closeout requiring record drawings and a final inspection.
