Contractor shall provide all management, supervision, labor, parts, materials, equipment and site work per project drawings, specifications and design analysis necessary for the construction of a car wash located on Edwards AFB, California. The car wash consists of three (3) hand wash bays and one (1) coin operated machine wash bay and a vacuum and detailing island. The work includes, but is not limited to the foundations, superstructure, exterior closure, roofing, interior finishes, plumbing systems, HVAC systems, fire protection systems, electrical systems, car wash machine, three (3) hand held wash wands, and a complete car detailing and vacuuming system. The site is to be developed, landscaped, and paved with asphalt concrete paving. The estimated magnitude of this project is between $500,000 and $1,000,000. The period of performance is estimated at 270 calendar days from issuance of notice to proceed. This will be a firm fixed price unrestricted acquisition. The applicable North American Industry Classification Code (NAICS) is 236220. The small business size standard is no more than $28.5 million in gross revenues per year as averaged over the last three years. If a large business intends to submit a proposal, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan. All responsible sources may submit a proposal, which shall be considered in accordance with source selection procedures as described in FAR 15.101 and as supplemented by AFFARS 5315.101. All offerors will be required to submit past performance information for evaluation under the Performance Price Tradeoff (PPT) procedures. The solicitation will be issued electronically on or about 21 Jan 04 with the site visit conducted approximately ten (10) calendar days after issuance (see solicitation for actual receipt date).
