The work consists essentially of installing three bulkheads and drilling 170 anchors in Monoliths 2-21 and 47-55 as part of the Dam Safety Assurance Project at Bluestone Dam, Hinton, WV. All responsive proposals will be evaluated utilizing the follo wing factors (in descending order of importance with factor A being significantly more important than factors B and C. (A) Planned technical execution of key work elements; (B) Past Performance; (C) Project management, quality control, key personnel and schedule and (D) Price. It is anticipated that the magnitude of this project shall be between $25,000,000.00 and $100,000,000.00. Delivery shall be completed within 1275 calendar days after receipt of notice to proceed. Solicitation documents will be iss ued on CD and will be available on or about 4 March 2005. There will be no charge for solicitation documents. This solicitation will be mailed to offerors that have registered online at www.Lrh.usace.army.mil/CT/. To be eligible for contract award, all contractors must be registered in the DOD Central Contractor Registration. Register via the CCR Internet site at http://www.ccr.gov. A pre-proposal conference shall be held at the Resident Engineers Building at Bluestone Dam on 23 March 2005 at 10:00 am.
